Congress Delays COOL, Approves Appropriations Report

Members of the U.S. House of Representatives Agriculture Appropriations Committee and members of the Senate Committee on Appropriations approved measures for the fiscal year (FY) 2006 Agriculture Appropriations bill Wednesday, delaying mandatory country-of-origin labeling (sometimes referred to as COL or COOL) until Sept. 30, 2008.

The bill also provides $17.1 billion in total discretionary resources, 1.5% more than FY 2005 enacted levels, according to the House. Efforts to detect and prevent bovine spongiform encephalopathy (BSE) are specifically recognized in the bill, with about $90 million in allocated funds.

A conference report will now be sent to both chambers for final approval of the bill.


Association Plans Outreach Seminar

The American Angus Association will conduct a series of Outreach Seminars, beginning December 2005 and continuing into winter and spring 2006.

According to an Association release, an Outreach Seminar is set for Monday, Dec. 12, at the Best Western Seven Seas in Mandan, N.D. The seminar begins at 2 p.m.

Association staff and directors will be on hand to discuss current Association programs, including the AngusSourceSM marketing program, and genetic selection tools. They will also discuss the future of the beef industry and the role the Association and its members will play in the future of the beef business.

USDA Accepting Scholarship Program Applications

The U.S. Department of Agriculture (USDA) announced yesterday it will begin accepting USDA/1890 National Scholars Program applications for the 2006 academic school year.

The USDA/1890 National Scholars Program is a partnership initiative between USDA, the 1890 Land Grant Institutions and Tuskegee University. According to a USDA release, the agency, through the initiative, recruits talented students into public service in agriculture and related fields, including food sciences, natural resource sciences and agricultural sciences.

USDA/1890 scholarship recipients receive full tuition, fees, books, use of laptop computers and printers, software, employment and employee benefits for each of the four years they pursue a bachelor’s degree. For each year of the scholarship, students receive room and board provided by the partnering institutions. Students are required to work one year at USDA for each year of their scholarship.

1890 Land Grant Institutions include: Alabama A&M University, Alcorn State University, Delaware State University, Florida A&M University, Fort Valley State University, Kentucky State University, Langston University, Lincoln University, North Carolina A&T University, Prairie View A&M University, South Carolina State University, Southern University, Tennessee State University, Tuskegee University, University of Arkansas Pine Bluff, University of Maryland Eastern Shore, Virginia State University and West Virginia State University.

The application form is available on the national scholars Web site at http://1890scholars.program.usda.gov. Applications can either be printed blank or completed online and must be submitted by Jan. 15, 2006.

All 2006 application materials must be postmarked no later than Jan. 15, 2006, and sent to the USDA liaison officer at the institution of the applicant’s choice.
